The International Crisis Group has released a report which explains the issues around the lack of a clear, defined, detailed mandate for the Russian peacekeeping mission currently in Nagorno-Karabakh. According to the ICG, Moscow is pursuing a mandate, but is waiting for Baku to soften its positions.
