Deputy Speaker of Armenia’s Parliament and special envoy for the normalization of ties with Turkey, Ruben Rubinyan, confirmed on Tuesday that Deputy Foreign Minister Vahan Kostanyan’s recent visit to Ankara was conducted within the framework of the ongoing Armenia–Turkey normalization process.
“Not only do I engage with Turkey’s special representative, but there are also contacts at the level of the Foreign Ministry and among various ministers,” Rubinyan told reporters in parliament, describing the visit as part of broader diplomatic engagement between the two countries.
Kostanyan met with Turkish Deputy Foreign Minister Berris Ekinci in Ankara on Monday, where the two officials exchanged views on regional developments and the bilateral agenda, according to Armenia’s Foreign Ministry. No further details of the meeting have been made public.
Responding to questions about a potential visit by Prime Minister Nikol Pashinyan to Turkey, Rubinyan declined to comment, urging reporters to wait for an official statement from the government. Earlier this month, Security Council Secretary Armen Grigoryan did not deny the possibility of such a trip, saying that the Prime Minister’s Office would announce any confirmed plans in due time.
Rubinyan also noted that there is currently no set date for his next meeting with Turkish special envoy Serdar Kılıç. The two last met in April during the Antalya Diplomacy Forum.
On June 5, Prime Minister Pashinyan and President Recep Tayyip Erdoğan held a phone call in which they discussed bilateral relations and regional developments, agreeing to continue their dialogue.
Pashinyan last visited Turkey in June 2023 to attend Erdoğan’s inauguration ceremony.
