U.S. official says TRIPP funding remains at $201M, denying rumors of increase

Recent days have seen confusion surrounding funding for the U.S.-backed transit project in the South Caucasus, called the Trump Route for International Peace and Prosperity (TRIPP). The project's financing mechanism, recently renamed the TRIPP+ Trans-Caspian Enterprise Fund (formerly the TRIPP+ Enterprise Fund), has become the subject of questions after reports circulated that funding had doubled. 

Based on a notation within the fund’s entry on the website USAspending.gov, where visitors can search for information about U.S. government financial grants, outlets across the South Caucasus reported that American funding for the project had doubled from $201 million to $402 million. 

However, speaking with CivilNet Thursday, U.S. Senior Advisor to the Special Envoy for Peace Missions Aryeh Lightstone, who assists in overseeing TRIPP's implementation, disputed the $402 million figure. When asked whether funding for the route had actually doubled, Lightstone replied that it stood at $201 million. 

"In terms of the money, right now $201 million has been committed, that money is going to be invested in order to enhance TRIPP and things associated with it,” Lightstone confirmed to CivilNet. 

 “I look at the $201 [million] as a floor, not a ceiling,” he continued, implying further funds may arrive as the project develops. 

Lightstone and Russian-American businessman Konstantin Sokolov visited Armenia this week to meet with Armenian officials regarding the TRIPP project. Neither side gave any indication that funds for TRIPP-related projects had increased. 

A notation within the grant’s entry on USAspending.gov appears to explain the discrepancy. It indicates that the existing $201 million allocation is being replaced with the same amount of funding from another U.S. government source, while the original $201 million allocation would subsequently be withdrawn. These two accounting actions may have created the appearance on the website that funding had doubled to $402 million. 

While Armenia remains listed as the primary recipient of U.S. funding, the new name hints at the broader regional implications of the project. The funding portfolio seems likely to include projects in neighboring Azerbaijan and potentially as far east as Central Asia, with Yerevan and Washington seeking to integrate Armenia into the growing east-west transit network often referred to as the Middle Corridor.

Since 2022 the United States, European Union, and governments of the South Caucasus and Central Asia have invested billions in the capacity of the Middle Corridor as an alternative set of transit routes avoiding Western-sanctioned Russia.

From Washington’s perspective, the TRIPP project will grant the United States a strategic infrastructure foothold in the South Caucasus. Moreover, Washington has centered commercial relations with Central Asia around the region’s large deposits of critical minerals, raising the prospect that TRIPP could be an important component of any U.S. plan to ship the prized minerals westward. 

"The US government is not in the business of charitable giving, it is in the business of strategic investing, and when you are a strategic investor,” Lightstone said to Civilnet, “if you find an investment and that investment works, your capital available is unlimited for that.”
