CivilnetAzerbaijan considers entering Nagorno Karabagh through Armenia a violation of its visa and migration policy even though, there is no other access but through Armenia. Foreign citizens who enter Nagorno Karabagh risk being listed as Personae Non Gratae by the Azerbaijani Foreign Ministry and are consequently banned from entering the Republic of Azerbaijan.
