Karabakh says all regions lost to Azerbaijan are defined as “occupied”

The draft law considers all regions which were lost due to Azerbaijani aggression in the 1990s, 2016 and 2020, as “occupied territories.” What could this mean for the negotiating position of the Armenian side?
