Constitutional draft proposes change to Armenia’s ‘stable majority’ rule
Civilnet- The draft of Armenia’s new constitution will amend the controversial “stable majority” provision that allows parties to gain a number of seats in parliament disproportionate to how many votes they receive in an election.
