Opposition faction proposes no-confidence motion targeting Pashinyan

The I Have Honor oppositionary parliamentary faction, led by Armenia’s former president Serzh Sargsyan, introduced a draft declaration of no-confidence in Prime Minister Nikol Pashinyan on Tuesday, citing what it described as systemic governance failures and a national crisis.

“The government led by Nikol Pashinyan has not only failed to fulfill its duties but has also often become the source of new challenges, leading to a systemic crisis across all levels of state governance,” the text of the declaration said, though it did not specify particular instances of mismanagement.

To bring a no-confidence motion to a vote, at least one-third of the National Assembly, 36 out of 107 MPs, must support it. The opposition collectively holds exactly 36 seats but has previously failed to unite behind such efforts. Even if the motion advances, removing the prime minister requires an absolute majority of 54 votes, which is virtually impossible under the current balance of power.

Pashinyan’s Civil Contract faction controls 71 seats, giving it a secure parliamentary majority since winning over 50% of the vote in the 2021 elections. The next parliamentary election in Armenia is scheduled for June 2026.
